Failures in a Hybrid Content Blocking System

There are a number of mechanisms for blocking Internet access to content. Barring particular IP addresses makes entire sites unavailable, but this can cause significant collateral damage when other websites share the same address. It is also possible to subvert the DNS so that websites cannot be located. Barring access to particular URLs is a more precise technology in that it can make spe- cific parts of sites unavailable.
